[SAC] Subversion is 403 right now

http://svn.osgeo.org/svn/fdooracle doesn't work
https://svn.osgeo.org/svn/fdooracle does, however.

can't do an svn switch from the http to https repositories because  
switch needs to be able to read from the old repository (http).
