[SAC] -commits archiving

Bob,

The .mbox for the fdo-commits and mapguide-commits mailing lists have grown
to about 1.5GB between them, and when exploded into web browsable files they
produce a lot of files.

I have compressed the old history mbox files for these lists, and disabled
future archiving to try and keep the amount of stuff we need to backup and
otherwise manage on www.osgeo.org ... managable.

If you feel strongly about preserving web browsable archives of commit
email, let me know and it can be re-enabled.

Keep in mind that the http://trac.osgeo.org/fdo/timeline and
http://trac.osgeo.org/mapguide/timeline pages provide a way to look back
through previously commits.
