 Currently anonymous users are able to enter and modify trac tickets in
 MapGuide Open Source.  We are currently getting a lot of spam and
 hopefully requiring login will reduce this.  The PSC has approved we
 change the behavior so that login is required before entering and
 modifying trac tickets.

 Please make the change in behavior.  Thanks!
