[SAC] svn.osgeo.org robots.txt hidden

Folks,

At Jason's request I have hidden the robots.txt for svn.osgeo.org in the
hopes our subversion repositories will be indexed by google, etc.

We might want to keep an eye on load, though I don't imagine it will be bad.
