 That could be done with a

 RedirectMatch permanent /index.php(.*)$ http://wiki.osgeo.org\1
 }}}

 This will result in all old links resulting in a HTTP response code of 301
 (which the browser automatically redirects). Hopefully search engines will
 take note of this too.
