[SAC] PyQT + SIP installed on xblade14-2

Folks,

I'd like to inform I've built and installed two new packages on the
xblade14-2:

1. PyQt-x11-gpl-4.3.1

http://www.riverbankcomputing.co.uk/pyqt/

2. sip-4.7.1

http://www.riverbankcomputing.co.uk/sip/index.php

Clean trees of source of both are copied to /usr/local/src for archives.

These packages were requested by QGIS Team and used in QGIS Buildbot.
