[SAC] SAC hosting for non OSGeo projects

Howard,
On January 11th the board revised the procedure for SAC to host non
OSGeo projects (like Fusion). The revised procedure is that after
SAC has approved the hosting by motion (with a volunteer), the board
should be notified. Once at least five board members have indicated
agreement with the plan (by +1'ing by email) the effort can proceed.
This is intended to streamline things from the current need to wait for a
board meeting. Note that this is *not* a motion to the board since such a
thing require unanimous agreement if done by email. Instead this is a
distinct mechanism put into place by the board by motion.
I'd appreciate it if you could update any SAC document on this process.
