 Similar to ticket:287 (2008) and ticket:132 (2007) we need an FTP account
 for presenters to upload their FOSS4G2009 workshop files (data, software,
 printing material, images).

 Notes:

  - need a large amount of space to handle VMs and images, such as 100 GB
  - user should be 'foss4g2009'
  - restrict the 'foss4g2009' user to have a default directory of
 /home/foss4g2009/
