[SAC] Upgrade subversion on xblade14 to 1.6.x

All,

I would like to upgrade the subversion client on xblade14 from its current version of 1.2 to something less ancient like 1.6.  I would do this from source and I would ensure that SSL connections are still supported.

I know that many folks are using subversion on that machine for package building, and 1.2 does not support 'svn export' in such a way as to preserve svn:external references.  A new version will reconcile this problem.

If anyone has a problem with this, please let me know by the end of the day.
