 As an OSGeo-service (just like SVN, Trac or Wiki) metadata.osgeo.org has
 high availability requirements. Parking it on a general "projects VM" is
 asking for trouble. The load requirements are minimal compared to that of
 a build bot or large SVN commits as it only moves around URLs and other
 metadata.

 A reliable linkage to OSGeo's LDAP is required.
