[SAC] Continuous OSGeo4W access problems + hypothesis

Hi SAC,

there are still access problems from various providers to reach the OSGeo4W
stuff on download.osgeo.org.

Some GFOSS.it community members brought up this interesting observation:

nslookup download.osgeo.org | grep 198
Address: 198.202.74.218
-> 198.xx class network

So, the hypothesis is that some providers simply block the entire 198.x.y.z
range... See for example

I made a test from download.osgeo.org back to an Italian address:

Some problem appears in this case between
* Qwest Communications Company, LLC, Denver, CO
* Interbusiness infrastructural (Telecom)


Question: could we obtain a different IP address for that relevant telascience
blade(s) to get rid of this never ending story?
