Brian,
You can add shell access to the download server (which includes sftp) to
new users at the following url. Anyone with access can grant it to
someone.

Normally I just make /download/xx/ directories on the ftp server writable
by anyone in the general users group so that anyone in the project can
write to them rather than manage fine grained groups or other mechanisms.
Please reopen if you need something specific.
