[SAC] OSGeo LDAP Python Scripts

Folks,

I have found that the ldap python version available on the VMs at OSU OSL
seem to be able to connect by ldaps ok, so on an emergency basis I am going
to port the Python cgi scripts used to administer the LDAP database to
the "web vm".  In the longer term I don't really like having them there
because at least some of them have the manager password for the LDAP server
and I don't consider that VM to be very secure.   But we can discuss that
later.
