[SAC] Motion: Appoint Mateusz Loskot as a member of SAC

Motion: Appoint Mateusz Loskot as a member of the System Administration
Committee.

Mateusz is contributing on a few points of OSGeo systems stuff
including I believe the OSGeo Planet, setting up a buildbot followon
and possibly supporting OSGeo Nabble.  While it isn't necessarily
critical for Mateusz to be a "Primary Administrator" I think it makes
sense to make him a full voting member of the committee in
recognition of his activity.
