Motion: Grant Primary Administrator rights and privileges to Alex Mandel.

As our new chair, and a handy guy to have around I would like to
grant all the rights and responsibilities of "SAC Primary Administrator"
to Alex Mandel per:

  http://wiki.osgeo.org/wiki/SAC:Primary_Administrators

We might also want to review if all the existing primary administrators are
still active, but I'll leave that for Alex to followup on.
