 We gave recently birth to a Bolivian OSGeo community, as you can see in
 http://wiki.osgeo.org/wiki/Bolivia, and we think that a mailing list is
 crucial in order the Chapter to be useful.

 What is the process for creating a new mailing list ? I imagine the name
 would be bolivia at lists.osgeo.org.

 The two administrators would be, at the beggining:
