[SAC] spatialref.org

Bobb,

It is now a subproject of the OSGeo Metacrs project and it hosted on OSGeo
hardware.  I think Howard Butler, Chris Schmidt, Dane Springmeyer and Josh
Livni were the original authors (forgive me if I'm wrong).
