[SAC] New LVM volume on osgeo4 QGIS VM

OSUOSL team,

We'd like to create a new 100G LVM volume and mount it to the QGIS VM on
osgeo4. A reboot is fine if needed, afternoon PST times are good for
that. We can format it once it's mounted (plan is for XFS).

I believe in order to make this happen the retired Backup VM needs to be
deleted from Ganeti.
