[SAC] codehaus migration update

Update on migration from codehaus:

* Wiki successfully ported to https://github.com/geotools/geotools/wiki
* Users are signing up an using the new http://osgeo-org.atlassian.net
service.
* Previous issues not yet migrated, we are in a holding pattern waiting for
news.
