[SAC] Upgrading Trac/SVN VM

Markus,

The adjustment needed is to make OSGeo userid's work for email
notifications.  I think the distinction is that the grass list is
being cc:ed by it's regular email address rather than via the OSGeo
userid lookup.

I'll try working on it tonight.
