[SAC] osgeo.org problems

One option here would be to spin up an nginx instance to reverse proxy 
those sites that aren't configured for it to HTTPS, along the lines of 
the Netflix SSL accelerators. This way the individual projects don't 
have to handle SSL configuration if they don't want to, while those that 
do can simply be passed through.
