AFAIR, this blog is already member of the planet.
Please, review the list of blogs, their feed URLs and send
any corrections to the Planet admins (see below).

No, you can't do it yourself.
If you look at the right-hand side bar at http://planet.osgeo.org/
there is link to Wiki page where the blog add/update procedure
is explained.
