[SAC] Ticket #1471 Create a password reset page for OSGeo users

Jim,

As the guy who normally does this manually, it would be nice to have.  I'd
be happy to help support you on it.  I can show you around the existing web
interface tools for LDAP, and explain what I do for manual requests.  One
thing you will want to verify is that you can send email gracefully from
the server used for these tasks (www2.osgeo.org I believe).  You will need
secure access to pursue this ticket.  Does anyone one to raise a motion to
appoint Jim to SAC so we can give him internal access?
