[SAC] codehaus shutting down

Wanted to start a discussion around http://trac.osgeo.org/osgeo/ticket/1478

Had a GeoServer meeting today and we are quite anxious to hear back from
SAC. We have a strict deadline to migrate (somewhere) by April 2nd.

The GeoTools and GeoServer projects are effected.
The GeoAPI project (OGC) has also inquired if OSGeo could provide Jira
hosting.
