Sorry for the noise, maybe this is something intermittent. AppVeyor hasn’t been able to connect a few times this morning <https://ci.appveyor.com/project/hobu/pdal/build/1.0.368/job/ntpr3sdr7p3luglc>, and I wasn’t able to connect locally, but 
http://downforeveryoneorjustme.com/http://download.osgeo.org/ is happy.

I’ll monitor and and report back again if it seems to be more.
