[SAC] Live expenses and budget report

Mike, can you help with this ?
Is there a (public, ideally) record of OSGeo expenses for each
year, planned and effective ? Like an expansion of this page:
https://wiki.osgeo.org/wiki/Board_of_Directors#Operational_Budget_for_2016
but for each year and detailed with actual expenses as they are
made and/or allocated.

I'd like to see improved SAC and trying to figure how much money
could be used to pay for system administration and the like.
