[SAC] GitLab deploy update

I think I've been able to fix this by configuring the correct external_url.
It did not work before because ngnix could not find a cert file.

I've also updated to the newly released version GitLab 8.11:
https://about.gitlab.com/2016/08/22/gitlab-8-11-released
