[SAC] FDO OSGeo documentation links permissions

Hi SAC,

We are noticing that the FDO doc links on the OSGeo site fail due to permissions.

For example, the following fails due to permissions:

http://fdo.osgeo.org/files/fdo/docs/FDO_API_managed/index.htm 

Forbidden
You don't have permission to access /files/fdo/docs/FDO_API_managed/index.htm on this server.

Would anyone on the SAC be able to help resolve this issue?
