[SAC] MW Extension: Confirm Account

Hi,

I propose to install the extension ConfirmAccount [1], that allows 
potential new users to request an account through the wiki frontend.

This extension is also (successfully) used to fight spam on the wiki of 
the SMW community [2].

I tried it the do-ocracy way, but I failed because I don't have writing 
permission for the extension folder.
