[SAC] jef added to "sac" LDAP group, candidated for sudo privs

FYI: I've added Jurgen to the "sac" LDAP group.
He was listed on the SAC wiki page (added by Alex in April 2014)
but wasn't on that list. Now he his, and has a new /home/jef
on tracsvn machine.

I'm hoping he can help with adding a spam filtering plugin
for trac. He might need sudo for that, if it takes a vote
to grant, my +1 is here.
