[SAC] [Qgis-psc] Osgeo Code signing certificates

Thanks for doing this work Larry, the most recent GeoServer 2.10-RC was
signed and runs on mac!

Next up *windows 10* has started cracking down on unsigned apps, so we will
need a certificate to sign windows apps, holding up the GeoServer 2.10
release.

I am going to create a new ticket for this in trac (
https://trac.osgeo.org/osgeo/ticket/1813) and hope we can move quickly.
