[SAC] OSGeo Trac updated to always notify list

FYI: I've set the "smtp_always_cc" variable in trac.ini for the osgeo
trac instance to sac at lists.osgeo.org. Before this only tickets assigned
to the list were notified, missing those for specific components, like
the one I was hoping to ask you about (wiki with unsolvable captcha:
https://trac.osgeo.org/osgeo/ticket/1672)

Note that the Reply-To field was already set to the list.

The change was done manually editing trac.ini, which is under a git
repository with all the other configurations of trac instances.
