Good question, I'm sure there's a way, but I don't know how to do that.
I've now tried setting "christian, sac at lists.osgeo.org" as the owner
for the "Wiki" component (as you can have a default owner for each component)
but at least assigning an existing ticket to "christian, sac at lists.osgeo.org"
did not seem to result in a notification to the list (not sure if Christian
was notified) - see https://trac.osgeo.org/osgeo/ticket/1672#comment:4

NOTE: for now I removed the always_cc setting, so list is back to only
      receiving notifications for the default compomnet ("System Admins")
