 I would prefer an html widget, over a plugin for maintainability. I also
 can't easily find the plugin suggested, please provide a link to the
 documentation for it.

 It may be possible on the Paypal side to customize the form to make it
 easy for donors pick from a list the intended use of the donation. Though
 I think a disclaimer needs to be in place, unless the board has specified
 that paypal donations will always go to exactly what a donor specifies.
