As it is recommended for our forge build.opensuse.org we (packagers) should
try to use https for any sources.

I've tried today to use https://download.osgeo.org/ and it seems to not work

curl -v https://download.osgeo.org/pdal/
*   Trying 140.211.15.132...
* TCP_NODELAY set
* Connected to download.osgeo.org (140.211.15.132) port 443 (#0)
* ALPN, offering h2
* ALPN, offering http/1.1
* Cipher selection: ALL:!EXPORT:!EXPORT40:!EXPORT56:!aNULL:!LOW:!RC4:@STRENGTH
* TLSv1.2 (OUT), TLS header, Certificate Status (22):
* TLSv1.2 (OUT), TLS handshake, Client hello (1):
* error:140770FC:SSL routines:SSL23_GET_SERVER_HELLO:unknown protocol
* stopped the pause stream!
* Closing connection 0
curl: (35) error:140770FC:SSL routines:SSL23_GET_SERVER_HELLO:unknown protocol

Beside download, I also seen that https://www.osgeo.org is actually redirected
to http://www.osgeo.org of course same apply to https://osgeo.org

Anything we can help to improve the situation ?
