 It's about time to switch from Gogs to Gitea.
 Procedure should be as follows:

  - Install newer GIT on the TracSVN host (#2027)
  - Put Gogs in read-only mode (or offline)
  - Dump "gogs" PostgreSQL database to "gitea"
  - Start Gitea
