[SAC] Long email distribution delays on OSGeo lists since yesterday

Since the issue related to mailman, and Trac notifications worked, the 
discussions were happening in the ticket: 
https://trac.osgeo.org/osgeo/ticket/2001   Is there a ghost working on 
this? (suddenly when I was trying commands and asking for privilege on 
server....interesting timing)
