 List created, details

  * URL: https://lists.osgeo.org/mailman/listinfo/coc
  * Postings are archived, and only available to list members
  * List membership is under approval by list admins
  * There are no list members at this moment
  * María is the current only list administrator
  * Alias is also created (and checked). Any email to `coc at osgeo.org` will
 end up as a posting request.
  * Any posting request (both `coc at osgeo.org` or `coc at lists.osgeo.org`)
 will trigger proper notifications for to both the sender and the admin.
 Admin will then decide if she wants to accept, reject, or discard the
 posting.

 @maría, feel free to update the list description, let me know if there's
 anything else you need.
