 This bug is related to bug #216 which requested the limiting of bandwidth
 accelerators. In view of current browsers and download managers, this
 restriction no longer makes sense and an alternate means of preventing
 abuse (connection rate limiting at the network level rather than limiting
 total number of connections perhaps) should be implemented instead.
