[SAC] [support.osuosl.org #29938] Request for new VM for OSGeo

Ah, didn't notice that. Ok I got it to work, but then made a silly
mistake, I tried to lockdown that file more and accidentally blocked
myself out. Can you either chown to tech_dev on the file, or chmod it
back so I can read it again.
