I don't know the url but found that the 404 page is also linked
from another page of the new site:

  https://www.osgeo.org/about/membership-rules/

And from the wiki:

  https://wiki.osgeo.org/wiki/Charter_Members

I suggest you file a ticket, under the Website component.
Maybe the old page was never migrated ?
