[SAC] Website Jan 15th relaunch - system admin committee

Thanks for everyone working so hard, I have been reaching out to projects
and committees asking that they double check the content.

For the system admin committee:

Do we want to create a system admin committee page (example
https://staging.www.osgeo.org/about/committees/sac) for consistency? We
could keep it simple listing members and linking to the wiki.

and login with your OSGeo id <https://staging.www.osgeo.org/osgeo_userid>.
