 Checking into this the "smush" plugin is not configured to "Smush my
 original full-size images", it produces thumbnail, medium, large.
 medium_large images.

 Our website design uses full sized background images everywhere and I
 would like to consider turning on this setting. Or we can ask people
 upload jpg background images
