[SAC] mailman: change configuration of all lists to restrict access to subscriber list

Hi SAC,

at time several OSGeo lists are still configures to grant access to
the list of subscribers to all list members.
This is in conflict with GDPR [1].

I'd strongly recommend to improve the privacy level and change (by
script) all existing OSGeo lists to
"The subscribers list is only available to the list administrator" mode.

Any objections?
