[SAC] OSGeo7 Setup

The new machine has arrived.
1. We need to provide instructions to OSUOSL on what we need them to do.
(Things like which OS and which keys to put in which users)

2. We need to decide what we plan to do.
So go ahead with the meeting item to create a wiki page outlining the
setup for OSGeo7.


PS: we shouldn't use NFS or iSCSI, all services on osgeo4 should be
migrated off the machine so it can be retired. Download can be the first
thing moved once we've got the lxd container stuff going.
