[SAC] Paassword For Mailing list for FOSS4G2018

For all things to do with mailing lists and instrastructure I reach out to
the system admin committee:

1) https://trac.osgeo.org/osgeo
- The system admin committee issue tracker, you need an OSGeo id
https://id.osgeo.org/ldap/create

2) IRC freenode channel #osgeo-sac
- Instructions https://wiki.osgeo.org/wiki/IRC (tip you need to create a
"nickname" with NickServ to type now)
- a chance to be personal, or for real emergencies

3) The email list sac at lists.osgeo.org
- The system admin committee really likes the issue tracker, even when
sending an email the first response is often to create an issue
