 Fixed by adding {{{ AddDefaultCharset utf-8 }}} to the {{{
 subversion.conf }}} file.
 Not sure if this would have been better to put in a more general file.

 BTW, while the apache config on svn.osgeo.org is under a git repository,
 such repository is only local (we may want to publish it as a private repo
 on Gitea)
