[SAC] Budget Proposal - Vote

Thanks everyone who discussed via email or in the meeting. Our proposed
committee budget for 2019 is $23750

Please respond with a Vote to this email to approve the proposed budget,
so we can officially forward it to the board (they do have our draft in
their draft already).

Voting options are +1/0/-1

You can as always include commentary, and we can always adjust the
allocation after the board approves. Note we only spent about 50% of
last year's budget.
