 Limits can be raised per-user, from the admin panel.
 Regina: I made you a Gitea admin, check out
 https://git.osgeo.org/gitea/admin/users?q=darkblue and hit "Edit", you'll
 find "Maximal Number of Repositories" (-1 means "use the global default).

 I think it is wise to keep the global default low...
