[SAC] [Board] Donate button

I experimented with Michael yesterday and was able to make a donation
button on the geoserver wiki, along with instructions for sponsorship which
other projects may benefit form.

In markdown format the snippet is:

=_s-xclick&*hosted_button_id*=4XZ76BZMEWZ24&*source*=url)

A key thing is asking Michael (with PayPal login) to generate a
"hosted_button_id" that includes the project's name.

The ticket started with a recommendation, but really any one will work. The
reason we cannot use an HTML snippet can be seen on the TGP page
<https://www.osgeo.org/initiatives/foss4g-travel-grant-program/> where the
button is provided by a form, resulting in the page being edited as HTML.
Each time the visual editor is used the form is broken. Indeed the page
looks odd right now (multiple bullet points) because of being edited by
hand...
